The Education Policy Fellowship Program (EPFP) is a ten-month professional development experience co-sponsored by the Institute for Educational Leadership (IEL) in Washington DC, the Department of Education Policy & Social Analysis at Teachers College, Westchester-Putnam School Boards Association (WPSBA), and Putnam/Northern Westchester BOCES.

The Metro New York chapter of EPFP promotes learning in the areas of leadership development, policy analysis, and policy implementation for professionals and graduate students with an interest in public education and related fields.

 

 

The Metro NY EPFP at Teachers College has two components: 1) participation in the New York Metro EPFP involving monthly Friday policy seminars at Teachers College; and, 2) regional and national meetings involving Fellows from 14 EPFP sites.

Metro New York EPFP: 
Part of a national program, the New York Metro EPFP is a unique, professional development experience that focuses on education policy issues and strategic leadership development for local school board members, superintendents, key administrators and other education leaders. NY EPFP Fellows meet at Teachers College in NYC on six Fridays throughout the school year. These discussion sessions include guest speakers on issues related to national & state school reform and how they are influencing change and accountability at the local school district level. Fellows also attend two exceptional programs: the Washington Policy Seminar in DC in April 23-26, 2017 and an optional Regional Leadership Forum on October 6-7, 2016 at the Gettysburg Battlefield and the U.S. Army War College. The number of Fellows in each cohort is limited, and applications are accepted over the summer.

Across these learning activities, Fellows will focus on:

  • Strategic leadership development. Leadership issues factor into our monthly discussions. On October 6-7, there is an optional trip to the U.S. Army War College and the Gettysburg National Battlefield to become familiar with strategic leadership and the challenges strategic leaders expect to face in the coming years. This trip is a highlight for many, as it reveals the powerful similarities among the leadership, political and strategic challenges faced by the military and education leaders.  
     
  • Education policy development & implementation at the national and global levels.  At the monthly sessions and in Washington, DC, Fellows will engage with policy makers and education researchers in order to develop an appreciation for the complexities of the political context that surrounds the policy development and implementation processes. This includes education policy development at the state and national levels, the influence of the private sector, and how these initiatives impact local communities and school districts. In addition, each Fellow will learn how to write a policy analysis by the end of the year. The Metro NY EPFP schedule outlines the monthly topics and speakers.   

  • Networking by gaining access to state and national decision-makers who shape education policy as well as meeting EPFP Fellows from 16 other sites.

 

EPFP relies on a combination of grants and tuition fees from sponsoring organizations for support. Foundation grants to IEL enable it to lower the tuition fee to $2,650 (This fee is charged through a BOCES staff development Co-Ser and qualifies for BOCES aid.) In addition, Fellows’ sponsors, typically their employing organization or school district, underwrite travel expenses to the regional and national meetings. This rate will be reduced to $2,300 per person if a district has both a school board member and superintendent or administrator designee participating. Fellows may opt to pay directly to attend the program, and should speak with a co-coordinator regarding the payment fee schedule.

Applications will be received until the cohort –about 18 Fellows – is filled. The co-coordinators for the New York Metro EPFP are Dr. Robert J. Monson (EPFP 1988-89), adjunct faculty member in the Department of Education Policy & Social Analysis at Teachers College, Columbia University and Lisa P. Davis (EPFP 2010-11), Executive Director of the Westchester Putnam Schools Boards Association. Renée Gargano (EPFP 2009-10) and her staff at Putnam N. Westchester BOCES provide administrative support.
